Journal Article 2024 07 25 <p>The main objective of this study is to provide a model for the participation of interest groups in municipal policy-making. This research is developmental-applied in nature and uses a descriptive-survey method for data collection. In the qualitative phase, data were collected through fieldwork using interviews as the primary tool. The statistical population in this study consists of 10 experts, including professors, managers, and specialists from the municipalities of Tehran and Alborz provinces, selected through purposive sampling. Thematic analysis was employed for qualitative data analysis. In the quantitative phase, data were collected through a field method using a researcher-made questionnaire based on the model developed in the qualitative phase. The statistical sample in this phase included municipal managers from Tehran and Alborz provinces, and due to the limited size of the population, 29 managers were selected as the sample for the second stage of analysis. Factor analysis was used for data analysis. The findings of the study revealed that the environmental system governing interest groups encompasses cultural, social, political, legal, and administrative dimensions, along with contextual conditions and the role of citizenship. The leverage point of participation includes the roles of interest groups, competencies, capabilities, and skills, which constitute the core competencies of interest groups. The processes for realizing the participation of interest groups include organizational capacities for participation, media platforms, participation strategies of interest groups, and facilitating processes. The results and outcomes highlight the effective role of interest groups, while the barriers to participation include both internal and external obstacles.</p> <p>هدف اصلی تحقیق ارائه الگوی مشارکت گروه‌های ذی‌نفوذ در تدوین خط‌مشی‌های شهرداری می‌باشد. تحقیق حاضر از نوع تحقیقات توسعه‌ای – کاربردی و از جنبه روش گردآوری داده توصیفی – پیمایشی می‌باشد. در بخش کیفی جمع­آوری اطلاعات به روش میدانی و ابزار مصاحبه صورت گرفته است. جامعه آماری تحقیق 10 نفر از اساتید، مدیران و کارشناسان خبره شهرداری استان تهران و البرز است که از روش نمونه­گیری هدفمند استفاده می­شود. از روش کیفی تحلیل مضمون جهت تحلیل داده‌ها استفاده شد. در بخش کمی<strong>،</strong> روش جمع‌آوری داده‌ها میدانی و ابزار آن پرسشنامه محقق ساخته بر اساس مدل به دست آمده در بخش کیفی می‌باشد. نمونه آماری شامل مدیران شهرداری استان تهران و البرز است که جهت نمونه‌گیری تحلیل مرحله دوم با توجه به محدود بودن جامعه آماری تعداد 29 نفر از مدیران به عنوان نمونه انتخاب شد. جهت تجزیه‌وتحلیل داده‌ها از تحلیل عاملی استفاده شد. نتایج تحقیق نشان داد که نظام محیطی حاکم بر گروه‌های ذی‌نفوذ شامل بعد فرهنگی، بعد اجتماعی، بعد سیاسی، بعد قانونی و اداری، شرایط زمینه‌ای و نقش شهروندی است. نقطه اهرمی مشارکت، نقش‌های گروه‌های ذینفع، صلاحیت و قابلیت و مهارت‌ها به عنوان قابلیت‌های محوری گروه‌های ذی‌نفوذ می‌باشد. فرایندهای تحقق مشارکت گروه‌های ذی‌نفوذ نیز دربرگیرنده ظرفیت‌های سازمانی تحقق مشارکت گروه‌های ذی‌نفوذ، بستر رسانه، راهبردهای مشارکت گروه‌های ذی‌نفوذ و فرایندهای تسهیل‌گر است. نتایج و پیامدها به عنوان نقش‌آفرینی درست گروه‌های ذی‌نفوذ و موانع مشارکت نیز شامل موانع درونی و بیرونی است.</p> https://journalspsich.com/index.php/journalspsich/article/download/201/340
