Relying on the documentary method and system theory, this research argues that the similar conflict between the state and the government under the differing administrations of Reformists and Principlists stemmed from a structural contradiction between the state and the government. The findings of this study indicate that this contradiction and disharmony, in addition to being interpretable within the constitutional framework, have also manifested in practice between appointed and elected institutions since the beginning of the Revolution. However, this contradiction and disharmony between the state and the political government gradually intensified under Khatami’s administration. This situation reoccurred in a more explicit and radical form under Ahmadinejad’s administration, which was intended as a means to resolve structural conflict and discord. In reality, the relationship between the political structure, itself, and the lifeworld led not to unity and coherence but to conflict, contradiction, and separation.</p> <p>این پژوهش در پی پاسخ به این پرسش پرابلماتیک است که چرا طی سال­های 1376 تا 1392 ه.ش در دو دولت مختلف موسوم به اصلاح­طلبان و اصول­گرایان، منازعه سیاسی میان دولت و حکومت مشابه بوده است؟ این پژوهش با اتکاء به روش اسنادی و نظریه سیستم مدعی است که منازعه مشابه میان دولت و حکومت در دولت­های متفاوت اصلاحات و اصول­گرایی ناشی از تضاد ساختاری میان دولت و حکومت بوده است. نتایج پژوهش نشان می­دهد که این تضاد و ناهماهنگی علاوه بر اینکه در متن قانون اساسی قابل تفسیر است در عمل نیز میان نهادهای انتصابی و انتخابی از آغاز انقلاب اتفاق افتاده است. اما به تدریج این تضاد و ناهماهنگی میان دولت و حکومت سیاسی در دولت خاتمی بیشتر شده است. این وضعیت، در دولت احمدی­نژاد که تدبیری برای برون رفت از تضاد و اختلاف ساختاری بود به شکلی صریح و رادیکال‌تری دوباره تکرار شد. در واقع رابطه ساختار سیاسی با خود و زیست جهان، به جای وحدت و هماهنگی، اختلاف، به تضاد و جدایی منجر شده بود.</p> https://journalspsich.com/index.php/journalspsich/article/download/403/485
