    <ArticleTitle>An Examination of the Causes of the Failure of Iran’s Fifth Development Plan from the Perspective of Public Policy Implementation Research</ArticleTitle>

    <Abstract>&lt;p&gt;The present study aimed to identify and explain the causes of the failure of the Fifth Development Plan of the Islamic Republic of Iran from the perspective of public policy implementation research. The study adopted a qualitative case-study design. Data were collected through the examination of legal and policy documents related to the Fifth Development Plan and semi-structured interviews with government managers, executive policymakers, experts, university faculty members, and economic actors. Participants were selected through purposive and snowball sampling, and the interviews continued until theoretical saturation was achieved. In total, eighteen individuals participated in the interviews. The interview data were analyzed using Braun and Clarke’s six-stage thematic analysis method. Following coding, review, and categorization, forty-nine subsidiary themes were organized into six main themes. The findings indicated that the failure of the Fifth Development Plan resulted from the interaction of structural, institutional, economic, temporal, and political factors. Internal and external contextual conditions, including conflict between the government and parliament, the multiplicity of decision-making centers, international sanctions, fluctuations in oil revenues, and economic instability, substantially reduced the implementation capacity of the Plan. In addition, the inconsistency between the five-year policy horizon and political cycles, inadequate foresight, weak alignment between the Plan and annual budgets, the absence of clear financing mechanisms, and the lack of clearly designated executive authorities weakened accountability and administrative coordination. The multiplicity and dispersion of objectives, excessive comprehensiveness, idealistic goal setting, conceptual ambiguity, and the weakness of measurable indicators further widened the gap between the Plan’s ambitions and the country’s actual capacities. Institutional disagreements and the absence of shared ownership also undermined the political will and commitment required for comprehensive implementation. Accordingly, the failure of the Fifth Development Plan should be understood not merely as a consequence of poor executive performance, but as the result of inadequate design for implementation. Reforming development planning requires limiting the number of objectives, establishing clear priorities, creating a binding relationship between development plans and annual budgets, assigning specific executive responsibility, preparing alternative scenarios, and securing political consensus before the final approval of development plans.&lt;/p&gt;</Abstract>
    <OtherAbstract Language="FA">&lt;p&gt;هدف پژوهش حاضر شناسایی و تبیین علل شکست برنامه پنجم توسعه جمهوری اسلامی ایران از منظر اجراپژوهی در سیاست‌گذاری عمومی بود. این پژوهش با رویکرد کیفی و با استفاده از روش مطالعه موردی انجام شد. داده‌های پژوهش از طریق بررسی اسناد و قوانین مرتبط با برنامه پنجم توسعه و انجام مصاحبه‌های نیمه‌ساختاریافته با مدیران دولتی، سیاست‌گذاران اجرایی، کارشناسان، اعضای هیئت علمی دانشگاه‌ها و فعالان اقتصادی گردآوری شد. مشارکت‌کنندگان با استفاده از روش نمونه‌گیری هدفمند و گلوله‌برفی انتخاب شدند و مصاحبه‌ها تا رسیدن به اشباع نظری ادامه یافت. در مجموع، با هجده نفر مصاحبه انجام شد. داده‌های حاصل از مصاحبه‌ها با استفاده از روش تحلیل مضمون شش‌مرحله‌ای براون و کلارک تحلیل شدند. پس از استخراج و بازبینی کدها، چهل‌ونه مضمون فرعی در قالب شش مضمون اصلی سازمان‌دهی شد. یافته‌ها نشان داد که شکست برنامه پنجم توسعه حاصل تعامل مجموعه‌ای از عوامل ساختاری، نهادی، اقتصادی، زمانی و سیاسی بوده است. شرایط زمینه‌ای داخلی و خارجی، از جمله تعارض میان دولت و مجلس، تعدد مراکز تصمیم‌گیری، تحریم‌های بین‌المللی، نوسانات درآمدهای نفتی و بی‌ثباتی اقتصادی، ظرفیت اجرای برنامه را کاهش داده بودند. همچنین، ناهماهنگی میان افق پنج‌ساله برنامه و دوره‌های سیاسی، ضعف آینده‌نگری، عدم تطابق برنامه با بودجه‌های سنواتی، نبود سازوکار روشن تأمین مالی و نامشخص‌بودن متولی برخی احکام، موجب تضعیف پاسخ‌گویی و هماهنگی اجرایی شد. تعدد و پراکندگی اهداف، جامع‌گرایی، آرمان‌گرایی، ابهام مفهومی و ضعف شاخص‌های سنجش‌پذیر نیز فاصله میان اهداف برنامه و ظرفیت‌های واقعی کشور را افزایش داد. افزون بر این، اختلافات نهادی و فقدان احساس مالکیت مشترک نسبت به برنامه، اراده و تعهد سیاسی لازم برای اجرای کامل آن را تضعیف کرد. بر این اساس، شکست برنامه پنجم را باید بیش از آنکه صرفاً ناشی از ضعف عملکرد مجریان دانست، نتیجه طراحی نامتناسب برنامه برای اجرا تلقی کرد. اصلاح نظام برنامه‌ریزی توسعه مستلزم محدودکردن اهداف، تعیین اولویت‌های روشن، پیوند الزام‌آور برنامه و بودجه، تعیین متولی مشخص، پیش‌بینی سناریوهای جایگزین و ایجاد اجماع سیاسی پیش از تصویب برنامه است.&lt;/p&gt;</OtherAbstract>
